Course Overview

Why Culture Change Matters as Much as Technique

Great facilitation and well-designed engagement methods only go so far if the organization around them isn't set up to listen. Transforming P2 and Engagement Culture is built for practitioners, program leads, and internal champions who are trying to shift how their organization approaches public participation, not just how a single project is run.

Grounded in the IAP2 Spectrum of Public Participation and Core Values, this course looks at the internal conditions that make authentic engagement possible: leadership mandate, cross-team coordination, risk tolerance, and the everyday habits that either invite public input early or shut it out until it's too late.

You'll leave with a practical assessment of your organization's current engagement culture, a set of tested strategies for building the internal case for change, and an action plan you can bring back to your team.

Diagnose Your Culture
Assess your organization's current engagement culture and pinpoint the structural and behavioural barriers to authentic P2.
Build the Case for Change
Learn how to make a compelling internal case to leadership for embedding public participation into everyday decision-making.
Embed P2 in Practice
Translate the IAP2 Core Values and Spectrum from theory into everyday organizational policy, process, and practice.
Lead Through Resistance
Practical strategies for navigating internal resistance, competing priorities, and organizational risk aversion.
Sustain the Shift
Build feedback loops, accountability structures, and metrics that keep the culture change from fading after the workshop ends.
Bring Colleagues Along
Tools and talking points for engaging colleagues outside the engagement team, from communications to senior leadership.
