What do a 3D printer, a motorboat and salmon dog treats have in common? Join this special encore presentation to learn how the Fraser River Tunnel Project team worked within the prescriptive rules of a regulatory Environmental Assessment to design a creative and human-centric approach engagement.

The Fraser River Tunnel Project is a $4.15 billion transportation project in the Greater Vancouver region of British Columbia. The Project is the first immersed tube tunnel in Canada in nearly 60 years and is undergoing a provincial Environmental Assessment (EA). As part of the regulatory EA engagement, the Project team harnessed the five-senses to spark interest in this highly technical process. The Fraser River Tunnel Project won the 2024 IAP2 Canada Core Values Award for Creativity, Innovation and Contribution to the Field.

About the presenters:

Darcy Vermeulen, Director, Strategic Engagement, Highway 99 Tunnel Program at Transportation Investment Corporation, Government of BC

Darcy is currently the Director of Strategic Engagement for the $4.15 billion Fraser River Tunnel Project in BC. He is a communications and engagement specialist with over 14 years' experience in the private, public and non-profit sectors. In 2019 Darcy won the IAP2 Canada Core Values Award for Indigenous Engagement for his role as Project Manager of the BC Flood and Wildfire Review.

Pam Ryan, President of  Lucent Quay Consulting Inc.

President of Lucent Quay, Pam is a communications and engagement specialist with 30 years of experience planning and implementing successful community and stakeholder engagement processes. She is well-versed in public policy, research and planning, and has extensive experience working with federal agencies, provincial ministries, municipalities and small and large businesses
