IAP2 Canada Webinar

In 2013, IAP2 Canada has teamed up with IAP2 USA to bring their members monthly professional development webinars on a variety of topics. March’s webinar focused on the Core Value Awards. All past webinar recordings can be found in the members-only section our website.
April's webinar will focus on Participatory Budgeting. Participatory Budgeting is a growing movement where citizens get to share their ideas of where they’d like their money spent and where they would not. First developed in Brazil in 1989, PB is used around the world most frequently for municipal budgets, but also for schools and school systems, provincial and state budgets, universities, housing authorities and other public projects. Our panelists will explain how PB works, past projects and lessons learned from these experiences. Come and join us to learn more about this growing trend and have an opportunity to gain insights from leaders in this field.

The IAP2 Certificate Program is one of the core service offerings of the IAP2 Federation. It teaches the IAP2 foundations, including the Core Values, Code of Ethics, and Spectrum of Public Participation and is a key part of any P2 practitioner's toolkit. And the recently developed Emotion, Outrage, and Public Participation (EOP2) course is a great complement to the foundations for those practitioners working in situations of high emotion or outrage.
IAP2 Certificate and EOP2 training is developed and owned by the IAP2 Federation, and is delivered around the world by licensed trainers. Did you know that in Canada training may be sponsored by IAP2 Canada or Chapters, by trainers or by organizations? 2013 Core Values Awards
The IAP2 Core Values Awards recognize best practices in public participation practice around the world. There are three International award categories for 2013:
- Project of the Year
- Organization of the Year
- Research Project of the Year
IAP2 Canada is looking to develop our own Core Values Awards program that will include these categories and potentially more categories that reflect the unique public participation environment in Canada. We're looking for members who are interested in helping develop and execute this program so that Canada can put forward our best in class to compete internationally in 2014.
Because Canada doesn't have a Core Values Award program yet, Canadian individuals and companies wishing to compete for a 2013 International Core Values Award must submit in the Member-At-Large category. Member-At-Large award submissions will open on May 1 and remain open throughout May and close on June 14 with judging in late June and winners announced in July in order for the winners to progress to the international program. The program will be administered by IAP2HQ, led by a previous award winner and Federation Board member. The entry fee is $100 USD.

If you’re interested in participating in a future IAP2 Canada mentorship program as a mentor or protégé, please send us an email at info@iap2canada.ca. We will complete and evaluate the pilot this spring and hope to have a full program available for members mid-year.

The Chapter Charter is ready for member review.
The Chapter Charter defines the relationship that IAP2 Canada (the affiliate) and the chapters have with one another. It outlines expectations of both the chapters and of IAP2 Canada – operational and financial. The document:
- summarizes the relationship between the chapters and the affiliate
- identifies the ways in which IAP2 Canada will support the chapters
- specifies the chapters’ responsibilities to members
- outlines membership policies
- explains the financial relationship between the chapters and the affiliate
- describes expectations of chapters

IAP2 Canada members last saw and commented on this document in Fall 2011. Feedback received has been incorporated in this latest draft.

Upon member, chapter, legal and audit review, the charter will be revised as needed and put forward for approval by members at the IAP2 Canada AGM on May 7, 2013.

Annual Meeting and Elections season is upon us at IAP2 Canada and we are very excited about the new slate of volunteers who have put their names forward to be part of our national board for the next two years. I hope that you’ll join me in getting to know them a bit better through our Annual General Meeting, which will take place via webinar and in person in Calgary on Tuesday, May 7th from 8-9am Mountain Time. This meeting is also your opportunity to engage with your professional organization, hear about the work that’s been done in the last year, and check out what’s on our horizon for 2013-2014. This organization is only as effective as its members are engaged, so please make it a priority to join us!
I’d like to take this opportunity to recognize two very important IAP2 Canada volunteers who have contributed a significant amount to our organization and to advancing the practice of P2 in Canada over the last two years. They will be leaving the board in May as their terms are up and we look forward to their future contributions to IAP2 through engagement at the local, regional, national, and international levels.
Karla Reesor is the outgoing IAP2 Canada Treasurer and her presence will be sorely missed on the board. Her dedication and commitment to all of her roles is inspiring. She not only led the Outreach and Collaboration committee over the last two years, bringing forward opportunities for IAP2 Canada to work with like minded organizations such as CIVICUS and the Strategy Institute, but she also pitched in to lend a hand whenever she was needed. I’m sure you’re all familiar with the dreaded committee call where someone asks, “so who’s going to take this work on?” and there appear to be crickets on the line. Well, Karla would often be the one to break the silence and say, “I can do that,” and do that she would. Her work to support the development of IAP2 Canada's first Strategic Plan, the development of an IAP2 training strategy in Canada, her lead on the nominations committee, and her constant drive to support and empower others is a contribution that will be missed. On behalf of the board, I’d like to wish Karla well in her future endeavors (both IAP2 and non-IAP2 related) and thank her and her company Moving Forward Inc. for the countless hours and energy that helped make our organization the stable affiliate it is today.
Krista Maydew is the outgoing Communications Director and has made a significant mark on IAP2 in Canada and internationally. Through her leadership and guidance, IAP2 Canada has developed a strong set of foundational communications materials and visual identity, so that we can be well represented and continue to build awareness of IAP2 in Canada. In Krista’s tenure, she developed IAP2 Canada’s communications portfolio from the ground up, ensuring that we kept members informed through the development of bi-monthly newsletters that added relevant information about the organization and the practice for members. She carried IAP2 Canada through its rebranding, and has shown dedication and commitment to all the work she’s done. On behalf of the board, I’d like to thank Krista (and her employer AMEC), for her strong contributions throughout the last two years. You’ve left us in a great place and we look forward to your continued involvement in the future!

Digital Governance in Municipalities Worldwide (2011-12): Fifth Global E-Governance Survey: A Longitudinal Assessment of Municipal Websites throughout the World

The Digital Governance in Municipalities Worldwide Survey assessed the practice of digital governance in large municipalities worldwide in 2011. The top 100 most wired nations were identified using data from the International Telecommunication Union (ITU), an organization affiliated with the United Nations (UN). The largest city by population in each of these 100 nations was then selected for the study and used as a surrogate for all cities in each respective country. To examine how local populations perceive their governments online, the study evaluated the official websites these largest cities in their native languages.

Atlantic News
The group looking to form an IAP2 Canada Atlantic chapter held an event organizing meeting in Halifax on March 14. The meeting focused on potential locations, scheduling and event topics for IAP2 activities in Halifax and the Atlantic region.
We are planning to have an informal gathering on May 30 from 5-7 in a group meeting area at Pipa Restaurant, 1685 Argyle Street, Halifax. The focus will be “How to incorporate evaluation into community engagement initiatives”. Canadian Evaluation Society (CES) Atlantic Chapter lead Robert Chatwin has graciously accepted an invitation to join us at this event.
The Atlantic group of IAP2 Canada members now has 225 active followers on LinkedIn and other social media. Search for “Atlantic Canada Chapter Public Participation Practitioners” on LinkedIn (network to Alan Timberlake on LinkedIn for access to the group site).

International Finance Corporation (IFC) Sustainability Framework
Taken from IFC’s EHS Guidelines Team letter.
The updated IFC's Sustainability Framework, which includes updated Performance Standards on Environmental and Social Sustainability became effective on January 1, 2012.
The updated Sustainability Framework reflects input from a range of contributors, including company representatives, industry associations, government representatives, civil society organizations, and academic institutions, as well as IFC and the broader World Bank Group, among others.
As part of our continued engagement with clients and others on implementing the revised Framework, IFC is leading the effort to revise the current World Bank Group Environmental, Health and Safety Guidelines (EHS Guidelines). The technical revision is intended to ensure the EHS Guidelines reflect the current state of Good International Industry Practice (GIIP), particularly in those sectors where industry practice and technologies have evolved significantly since the last update in 2007.

We all like to celebrate our successes. But what about learning from failure? Tim Bonnemann, member of the Board at IAP2 USA and member of IAP2 Canada, points out FAILfaire, a "promising-looking event idea for communities of practice interested in pushing the limits of mutual learning."
Seven Ways to Civic Engagement: Insights from Detroit and Beyond In 2012, thought leaders in Detroit and the US gathered to exchange ideas for bringing people together in our increasingly connected world. This gathering was Detroit Civic Engagement Showcase & Learning Conference, a TED-style learning event organized by Knight Foundation and Philanthropy for Active Civic Engagement (PACE).The insights from this Conference were taken from many examples, one of which was from a Midtown Detroit neighbourhood where neighbours gather for the Marche du Nain Rouge, a mini-Mardi Gras where residents can put on costumes and send the “red dwarf of Detroit” (said to have cursed the city for centuries)back from where he came.
