Public Participation is often focused on a single, one-off project, but it's becoming increasingly evident that there are benefits to maintaining citizen engagement even when a project is not on the horizon.

CELE, the Citizen Engagement Learning Exchange, is a blog in which "ordinary" citizens write on issues and offer opinions. It's the brainchild of John Stephens and Rick Morse at the University of North Carolina's School of Government, and they will join us for the October Webinar to discuss CELE and other initiatives.

We'll hear from some of the bloggers themselves: why do they do it? What do they get out of it?

We'll also hear about Citizen Academies, which help people learn more about the workings of various public institutions.

And to answer the question, Does it work?, we'll hear about follow-up research, indicating that the level and quality of citizen involvement has been increasing as a result of these initiatives.
